Site-Enabling Infrastructure, Heavy Civil, and Self-Perform Concrete for Hyperscale and Colocation Campuses
DATA CENTER CONSTRUCTION

SITE ENABLEMENT AND UTILITIES
Every hyperscale campus begins with raw ground, and acres of land that must be cleared, balanced, drained, and turned over on a future fixed date. ORDERS self-performs many of the site enabling scope activities that solidify that date, including mass grading and earthwork, storm, sanitary, and firewater utilities, erosion and sediment control installation and maintenance, and slope stabilization, engineered for the demanding terrain of the mid-Atlantic region.
Founded as a bridge contractor in 1964, we also build the heavy civil backbone around the campus, from roadways to permanent, temporary, and pedestrian bridges, for state and federal highway departments and private owners alike.
DEEP FOUNDATIONS AND RETAINING STRUCTURES
Data halls, generator yards, and substation pads concentrate enormous loads on sites that are rarely chosen for their soils. ORDERS installs the technical foundations that make those sites buildable, including caissons, micro piles, and specialty deep foundation systems, along with every major retaining system in use today. That work spans MSE panels, segmental and precast concrete walls, sheet piling, pile and lagging walls, gabions, and earth anchors. One contractor, one set of crews, and one point of accountability carry the site from geotechnical report to finished pad.

STRUCTURAL AND FLATWORK CONCRETE
Concrete is our self-perform core. Since 1964 we have placed millions of cubic yards of vertical and horizontal concrete, specialized industrial paving, foundations, equipment pads, containment areas, and barrier walls. For a data center campus, that experience translates directly into generator and chiller pads, transformer foundations, fuel containment, perimeter walls, and heavy-duty crane pavement, all placed by our own finishers, on our own schedule, and to the tolerances the equipment demands.
INDUSTRIAL, MECHANICAL, AND PROCESS PIPING
Our industrial division has spent more than 30 years working inside live chemical and manufacturing plants, an environment functionally identical to an operating campus that cannot go down. We erect pre-engineered metal buildings, pipe supports, catwalks, and compressor stations, and we install, repair, and demolish process piping, pressure vessels, and pumps. That scope includes chilled and condenser water, makeup and reclaimed water, fuel oil, and complete mechanical yard build out. Working alongside systems that must stay in service is routine for our crews rather than an exception.

WATER, POWER, AND ENERGY INFRASTRUCTURE
Cooling and power constrain every data center site, and water is where we are strongest. ORDERS has delivered major water treatment plant projects throughout the mid-Atlantic region, including intakes, pipeline, and water transfer systems, alongside decades of work for oil, gas, and power generation clients. Our water and wastewater portfolio spans raw water intake and discharge systems, skid mounted and field installed treatment and dosing systems, reverse osmosis, ozone, advanced membrane processing, side stream and media filtration, and water softening and chemical dosing. That experience applies directly to raw water intake, treatment, storage, and reuse, and to the civil scope behind on-site generation and substations, water and wastewater treatment, and closed-loop systems.
LOCAL KNOWLEDGE AND A LOCAL WORKFORCE
We are not mobilizing into the region because we are already here! ORDERS Construction has worked in every county in West Virginia and across much of the surrounding states. Our superintendents and crews live in the communities where the work happens. Many are second and third generation ORDERS employees. Our team members know the terrain, our soil and weather windows, key suppliers, permitting agencies team members, qualified subcontractors, and the local trade base. This is our home and our relationships deliver factual, real-time information critical to the work and a steady flow of qualified construction professionals pulling in the same direction, which means realistic schedules, fewer surprises, and a workforce that does not evaporate when a competing project breaks ground. We are equally at home on technical, high profile, and sensitive assignments, and we understand an owner’s expectations for discretion and position.

DESIGN-BUILD DELIVERY
Our Design-Build and Turnkey Delivery Group carries a project from initial design through construction, on scopes ranging from highly technical water and wastewater treatment facilities and bridges to the smaller civil problems that simply need to be solved. Single source delivery compresses the schedule, closes the gap between design intent and field conditions, and allows projects to typically finish ahead of traditional completion dates and offer cost savings. When completion time drives the success of a project, a design-build delivery method with an experienced contractor is a delivery method worth exploring.
A CULTURE OF SAFETY
Protecting our people is a founding principle of our Company, and it is the credential that allows us the opportunity to work inside the most stringent chemical and petrochemical operating facilities of major global corporations. Every week begins with a safety meeting in the boardroom, the shops, the field offices, and on our job sites throughout the mid-Atlantic region. We provide in-house training by certified experts, actively work with safety consultants and various universities to continuously improve our safety metrics. That discipline has earned repeated industry awards, accolades, and references, which are available on request.
